The DA-Bureau of Soils and Water Management (DA-BSWM) proudly congratulates Director Gina Parde-Nilo, Ph.D., and former Director Engr. Pablo M. Montalla on their recognition as recipients of the Plaque of Recognition – 2026 Outstanding Alumna in the Public Sector, conferred by the De La Salle Araneta University (DLSAU), formerly Gregorio Araneta University Foundation. The award was presented during DLSAUโs 80th Grand Alumni Homecoming held on January 31, 2026 (Saturday) at the DLSAU Malabon Campus.
This honor celebrates the exemplary public service and leadership of two distinguished alumni whose contributions have significantly advanced government service and nation-building. Their achievements stand as a source of pride and inspiration for the entire DA-BSWM community.
Behind every success is the steadfast support of family and loved ones. Dr. Nilo gratefully acknowledged the unwavering support of her late husband, Jessie Arroyo Nilo, and her children, Atty. Kristian John Parde Nilo, his wife Kristina Cortel-Nilo, and Kristine Grace Parde Nilo. While Engr. Montalla was warmly escorted by his niece, Ms. Janine Montalla.
The recognition comes at a meaningful milestone as DA-BSWM marks its 75th year while DLSAU celebrates its 80th anniversary, a testament to Godโs perfect timing. For Dr. Nilo, this year also marks 45 years of unwavering service in public office, further honored by her recognition as a DLSAU Jubilarian (45 years). This distinction is awarded to alumni whose continued excellence, loyalty, and dedication to their alma mater serve as enduring inspiration to the La Sallian Community.
Anchored on the theme โTranscending 80 Years of La Sallian Legacy, Hope, and Vision,โ the celebration aptly reflects Dr. Niloโs 45-year legacy of committed public service at the DA-BSWM.
Dr. Nilo graduated in 1981, earning Cum Laude honors with a degree in Bachelor of Science in Agriculture major in Soil Science. She also expressed gratitude for being a beneficiary of the Study Now, Pay Later Program during the administration of former President Ferdinand Marcos Sr., a program that enabled countless scholars to pursue higher education. Indeed, with faith and perseverance, nothing is impossible.
Dr. Nilo was recognized for her transformative leadership in advancing the National Soil Health Program, bringing DA-BSWM services closer to farmers nationwide. Her initiatives include the establishment and upgrading of mobile soil laboratories, systematic soil monitoring, and the large-scale demonstration of sustainable soil and land management technologies, such as the Adaptive Balanced Fertilization Strategy (ABFS) Program. These efforts have contributed to improved crop yields at minimal cost, addressed land degradation and drought, strengthened climate change mitigation and adaptation, and enhanced biodiversity.
Through these impactful programs, DA-BSWM, under the leadership of Director Gina Parde-Nilo, PhD., continues to make meaningful contributions toward a Masaganang Bagong Pilipinas.
