Research for Development Manual: Guidelines Governing the Formulation, Implementation, and Monitoring of R4D Initiatives
As stipulated in the Philippine Development Plan (PDP) 2023-2028–Chapter 8, Research and Development, Technology, and Innovation are drivers of long-term economic growth and social progress. This chapter highlighted the assessment and challenges in advancing R&D including the outcomes that need to be pursued to address critical challenges that affect the sector. The challenges identified are as follows: 1) inadequate human resources in science and technology innovation, and R&D culture and productivity; 2) insufficient spending on R&D; 3) underdeveloped linkages among stakeholders in the R&D, technology, and innovation; 4) lack of focus on information about markets or users and market system requirements; 5) need for a more vigorous intellectual property (IP) culture; and 6) barriers to building an innovative and entrepreneurial culture. To address these challenges, there are four desired outcomes that need to be pursued: a) basic R&D and knowledge creation strengthened; b) market-driven and customer-centered R&D advanced; c) technology adoption, utilization, and commercialization scaled up; and d) innovation and entrepreneurship accelerated.
