The Geomatics and Soil Information Technology Division (GSITD), in partnership with the Procurement Management Section (PMS), successfully conducted the Training-cum-Workshop on the BSWM Standard ICT Classification Framework and Catalogue Structure, marking an important turning point in strengthening the Bureau’s digital transformation initiatives.
The activity was a joint effort of the Data Processing Operations (DPO) Section, the Systems Development and Administration (SDA) Section of GSITD, and the Bids and Awards Committee – Technical Working Group for ICT (BAC-TWG for ICT). The workshop aimed to establish a more organized, consistent, and standardized approach to managing Information and Communications Technology (ICT) requirements across the DA-Bureau of Soils and Water Management (DA-BSWM).
The activity formally opened with an inspiring message from OIC Director Denise A. Solano, who emphasized that establishing standardized ICT classifications and technical specifications is essential in improving procurement, planning, budgeting, inventory management, and the overall efficiency of BSWM operations. She underscored that the initiative’s success depends on the active participation of all stakeholders and encouraged participants to contribute their ideas, experiences, and operational requirements to develop a practical, consistent, and future-ready ICT framework.
An overview of the activity was presented by Mr. Baldwin M. Pine, BAC-TWG ICT Focal, who highlighted the workshop’s objectives and emphasized its importance in developing a standardized ICT classification framework to support more effective planning, procurement, and management of ICT resources throughout the Bureau.
The workshop commenced with Session 1: Overview of the Information Systems Strategic Plan (ISSP), presented by Ms. Katherine D. Juares, OIC, Data Processing Operations Section. Participants were introduced to the ISSP framework, its objectives, and its critical role in ensuring that ICT investments, projects, and procurements are aligned with the Bureau’s strategic priorities and digital transformation initiatives.
The session also featured an initial presentation of the BSWM Online Information Systems Strategic Plan (oISSP) being developed by Mr. Billy Brylle Pablo P. Mendoza, Computer Programmer II of the DPO Section. The oISSP is designed to enhance ICT planning and data management by serving as a centralized digital platform that consolidates and maintains all ISSP submissions in a single database. This session was followed by Session 2: Review of the Existing ICT Catalogue, presented by Mr. Earnest Lyle A. Jadsac, a member of the BAC TWG for ICT. During the session, participants examined the current ICT Catalogue Structure and Consolidation Template, identified classification issues, discussed existing challenges, and explored opportunities to standardize ICT categories and improve the overall catalog structure.
The highlight of the activity was the Workshop on the updating and validation of ICT Catalogue entries, during which participants were divided into four groups. Each group reviewed existing ICT catalogue entries, validated categories and technical descriptions, identified missing ICT requirements, and harmonized ICT entries across BSWM divisions and units. Through collaborative discussions, participants generated practical recommendations to help develop a more comprehensive, consistent, and standardized ICT catalogue for the Bureau.
The workshop also featured valuable discussions on ICT procurement, budget planning, and the importance of standardized ICT specifications, with insightful inputs from representatives of the Budget Section and the PMS. These discussions reinforced the idea that effective ICT management extends beyond acquiring technology; it is about people making informed decisions, maximizing available resources, promoting transparency, and ensuring that every ICT investment supports the BSWM’s long-term goals.
As the workshop concluded, participants shared a common vision: that developing a standardized ICT Classification Framework is not simply about creating a catalogue, but about establishing the foundation for smarter planning, more efficient procurement, improved resource management, and enhanced public service delivery.
The activity concluded with a closing message from OIC Assistant Director Eduardo V. Alberto, who emphasized the vital role of technology in improving the efficiency and quality of government services.
