Regulatory: Issuance of LTO-SL

The Bureau of Soils and Water Management under the helm of Department of Agriculture is the lead institution in providing products and services

The issuance of License to Operate Soil Laboratory (LTO-SL) was signed By Secretary William D. Dar on 27th day of October 2020, likewise it establishes the BSWM’s role as stipulated under Section 3 of the Department Circular No. 03 series of 2019 on the updated IRR of PD 1435.

LTO-SL is a license given to compliant soil laboratories to the technical requirements prescribed in DA Memorandum Circular No. 33 s. 2020. It is a mechanism established by BSWM to further enhance the quality of operations of All Soil Laboratories in the Philippines. Furthermore, the licensed soil laboratories are given access to local and international counterparts that is geared towards harmonization and improvement of the technical capacities of laboratory staff.

This Issuance of LTO-SL further strengthens the regulatory mandate of the Bureau of Soil and Water Management (BSWM), per PD 1435, as the nationally mandated agency on the supervision, regulation and control of all soil laboratories in the Philippines.

Issuance of LTO-SL is open for all soil laboratories in the country, this includes all government, private (local and international) and mobile SLs that analyze soil and have the capacity to determine the minimum set of parameters required to evaluate soil fertility. These parameters are pH, soil organic carbon (SOC), nitrogen (N), phosphorus (P) and potassium (K).

All the applicant laboratories shall undergo a technical assessment and evaluation conducted by the Technical Evaluation and Audit Team (TE&AT), wherein the procedures and list of criteria in assessing the applicant soil laboratory (SL) is based on the compliance requirements of the existing regulatory laws and statutory bodies. Technical competence in testing operation of the applicant laboratory is also based on internationally accepted standard which is the ISO/IEC 17025:2017.
