The Bureau of Soils and Water Management โ Research and Development Studies (RDS) Review Committee conducted the review and evaluation of new Research for Development (R4D) proposals on January 22-23, 2025. The two-day activity was highlighted by the guidance and vital inputs of the BSWM Director and RDS Chairperson Dr. Gina Parde-Nilo. 20 R4D proposals were submitted by the Technical Divisions and Centers.

During the discussions, Director Nilo encouraged the proponents to merge related proposals into bigger programs/projects, ensuring their alignment with the BSWM NSWRRD/E (2023-2028) thematic programs. The directives aimed to complement the expertise and functions of each Technical Division/Research Center. The Director also emphasized the BSWMโs commitment to the National Economic Development Authority (NEDA) on the restoration of 50,000 hectares of degraded lands every year.

Director Nilo further emphasized that the RDS Review Committee should develop long-term programs on soil and water management at different landscapes, and to be implemented nationwide. To look into sustainable programs and projects that will benefit the future generations.




At the end of the activity, the harmonized R4D proposals were clustered into four thematic programs โ (1) National Soil Health Program, (2) Sustainable Land Management, (3) Water Security and Climate-resilient Agriculture, and (4) Philippine Soil and Water Resources Information System. A total of seven (7) consolidated proposals were identified at the end of the review process.
The approved R4D proposals will be lined-up not only for FY 2026 local funding, but also for funding from international organizations that prioritize soil and water management initiatives. The Review of New Proposals is a regular activity of the BSWM, facilitated and coordinated by the Soil and Water Resources Research Division.
